Born in Ireland to a minister, he became instrumental in the development and support of the Wesleyan Church in Victoria as well as the founding of a Wesleyan school for boys - Wesley College. He was the school's first President of Council, from 1866-1883.
The Waugh Room is named after him, and in the Collections we have his travelling writing desk.
The painting that hangs in the Waugh Room was done by Frank Goldstraw, art teacher and later Headmaster.
