Frederick was a progressive educator, who achievements included the development of Chum Creek, involving parents, a school counselling service, Community Service and the Student Representative Council. It was during his time that land was purchased at Syndal for the new Glen Waverley campus. He also abolished academic prizes given out at Speech Day, and introduced instead the Gift Book, which continues to this day.
After his time at Wesley he became the Chair of Education at Melbourne University.
